Phase 1: Investigation
The first phase of the project is intended to gather background information on the City of Dearborn and residents’ priorities for the Master Land Use Plan. The project team will hold listening sessions across the City and do a community-wide survey. The community profile, which details the City’s current demographic and economic conditions, will be drafted during Phase 1.

Phase 2: Refinement
The second phase of the project is intended to confirm the findings of Phase 1 and begin substantive work on the project. The project team will hold a community-wide open house and multiple design charrettes for sub-areas of the City. The residential, commercial, and industrial land use strategies will be drafted during Phase 2. The project includes four (4) sub-areas for intensive design and planning work. The sub-area plans will be drafted during Phase 2. These sub-areas include East Downtown, West Downtown, Warren, and the South End. The project team will work with the Dix-Vernor Business District Improvement Authority, the Warren Business Improvement Authority, the East Dearborn Downtown Development Authority, and the West Dearborn Downtown Development Authority.

تهدف المرحلة الثانية في الخطة إلى تأكيد نتائج المرحلة الأولى وبدء العمل الفعلي في المشروع. سيعقد فريق المشروع لقاءا مفتوحا على مستوى المجتمع ولقاءات مصغرة متعددة للمناطق المختلفة من المدينة. ستتم صياغة استراتيجيات استخدام الأراضي السكنية والتجارية والصناعية خلال المرحلة الثانية. يشمل المشروع أربعة (4)احياء مخصصة لأعمال التصميم والتخطيط المكثفة. ستتم صياغة خطط المناطق المحددة خلال المرحلة الثانية. تشمل هذه الاحياء المخصصة شرق وسط المدينة (ايست داون تاون)، وغرب وسط المدينة (ويست داون تاون)، ووارن ، وساوث إند.(الطرف الجنوبي). سيعمل فريق المشروع مع هيئة تحسين المنطقة التجارية في ديكس-فيرنور، وهيئة التحسين التجاري في وارن، وهيئة تطوير شرق وسط المدينة (إيست داون تاون ديربورن)، وهيئة تطوير غرب وسط مدينة (ويست داون تاون ديربورن).

Phase 3: Implementation
The third, and last, phase of the project is intended to solidify all findings and create recommendations. The project team will hold a series of listening sessions and another community open house. The sustainability and health strategy, municipal resilience strategy, future land use framework, zoning plan, transportation plan, infrastructure plan, and implementation steps will be developed during Phase 3.
